I think it's quite apparent from this thread that Dell "support" have
absolutely no idea how to resolve the issue, despite them providing
this driver and recommending the settings change.
I don't really think it's MS' job to distribute Dell drivers, so no,
it wouldn't have appeared in Vista (or Office) updates.
Lots of people have reported this resolved their problem, it'd be
quicker to apply it than to talk about it ;-)

I have the exact same Dell computer Dimension E520 and the same problems with------------------------------------------------
the crackling noise although I have not timed it. I purchased the computer
March 8 and have automatic updates set to be installed for Windows VISTA as
well as all Microsoft Office updates. I would think a new driver would have
been covered in these automatic updates. I will call my tech contact at Dell
to verify whether or not I need to download the recommended driver before I
try it. I also never had these problems with XP, but VISTA has produced other
problems I never encountered with XP. I noticed the driver update was looked
at last on March 7, 2007. I would appreciate any advise you may have to
resolve this issue.

This article details the driver update required, and the settings for
the sound card you need to change to get it to work properly.

EVERY SONG GIVES ME A CRACKILNG SOUND EXACTLY 12 - 16 SECONDS BEFORE THE
SONG ENDS.
If you or somebody has the answer to this please let me know as I am very
frustrated from the last 4 weeks after buying this VISTA. I never had any
problem with the same songs on XP with WMP 11
