To expand upon that,
You can open this stream in mplayer2.exe (WMP6) on your system for right
now.
This stream is coming from a Windows 2000 Windows Media Server that does not
have HTTP Streaming turned on. If the service provider turns on HTTP
Streaming in the Windows Media Server Administrator, this will then work for
you. This needs to be fixed on their end by them turning that on.
