I think we're a bit stuck then. WMP offers MP3 encoding from CDs to a
range of bitrates, but not re-encoding to a different bitrate without
re-ripping the CDs.
192kbps is a good bitrate for MP3 anyway, there's not a great audible
difference between that and 256 in terms of audio quality. So future
CD rips you might want to set directly to 192kbps MP3 in WMP.
For the current problem, LameFE is a batch encoder tool

It should work (not tested) with CDEx to re-encode the files to 192 so
you might try those 2 together and see how you get on converting to a
lower bitrate. Best plan is to make the files as a new copy, so not
overwriting your existing files, say do 10-20 and see if it works
before converting your whole library.

Click the small icon with a red tick top right on that panel.
You'll see 2 tabs - Synchronise and Quality. Click Quality, then
untick "Convert files as required by this device" - your MP3 format
should be retained as the files ought to be simply copied across.

Sure - just use WMP to do the sync.
Go to Tools -> Options -> Devices menu. Click your connected MP3
player. Now choose Properties then Quality, and drag the slider down
to the bottom of the range.
The "help for this section states "if requred by your device" WMP will
convert to WMA files. I read that as "it will retain MP3 if the player
doesn't support WMA files at all".
