"Windows media encoder" wa sthe google term you needed : It's here

From that application, you can select from the Compression tab tooutput in windows media 8 video (WMA9 is supported by all players
including WMP7). Time to experiment !

One possible alternative to re-encoding the files (losing some
quality) might be that although you can't *install* WMP9 decoders on
the system, depending on IT policy. In that case you want this page :

Since those are .exe files you might simply be out of luck there.
