'Packet writing' software treats an optical disk as if it were a floppy
disk: You can drag-and-drop to the disk and you can 'save as' to the disk
from any program.

XP does not have packet writing software. You typically find it with CD/DVD
writing suites. For example, in Roxio's Easy Media Creator it's called Drag
to Disc.

To write a properly closed optical disk, use either XP's own CD writing
software, or buy a CD writing software suite, such as Easy Media Creator or
Nero.
