The free JJ MP3 Renamer from
http://jj.consti.de/jjsoftware/
removes them nicely when the Artist, Audio File and Audio Source
fields are empty and their check boxes selected in the ID3v2 tag editor.

Also JJ MP3 Renamer has an option File->Options...->Advanced->Padding
that can be set to No Padding.
