Cannot uninstall or install WMP9

I cannot find WMP in my programs or in Add/Remove Programs to uninstall.
However, when I try to install I get this message:
"Another program installation was not completed. You must restart your
computer to complete that installation before upgrading Windows."
I have restarted over 10 times. Still no Windows Media Player.
I have ignored the message and clicked NEXT and proceeded with the
installation.
Still no WMP.
Help, please!!!
