Not very tricky, it's covered in this Newsgroup all the time. ;-)

-MPC likely uses DeCSS to decrypt the DVD's. That's not the most legal
thing. No open source project will never get the correct license to include
CSS in their product. Plus, it costs a ton of money to do.
-Because it can't find whatever decoder you have. As noted, MPC is not a
valid DirectShow decoder, to Windows there is no DVD decoder installed if
MPC is there.
-You are assuming there was never a decoder, you likely have parts of one
installed, as WMP notes, you should reinstall it.
-Right on the WMP homepage, the FAQ, Media Advice, Many KB Articles, tons of
posts in this Newsgroup, the Help file in WMP, my Blog, etc.
-Yes. PowerDVD, WinDVD, nvDVD all include DirectShow DVD Decoders.
Reinstall that applications reinstalls the decoder. WMP is just a frontend
for DVD playback. It uses the third parties decoders.
-Okay, Not sure about that.

Those links have been posted hundreds of times. The help file in WMP gives
direct links to the pages. A simple search of this Newsgroup gave me over
7,000 hits (Search term: DVD Decoder). In the first two the answer is
listed right there. The term DVD Playback gave me another 800. WMP+DVD on
Google gave me KB Articles and 10+ Microsoft pages on DVD Playback and
decoding in Windows. You must not of searched hard. :\
