Turns out the fix was not gpedit, but instead I needed to
run regedit. For some undesirable reason, our corporate IT
types had pushed a registry entry that disabled anything
but the basic skin mode. Fliping the appropriate bits with
regedit turned all th eusual features back on!
It was an ugly problem, but it looks great now!
