WMP9 Performance tab - Use it, or no?

I'm using WMP9 on W2K (SP4). I want to watch NASA TV at
www.nasa.gov. If I let WMP detect the connection speed, I get
video and sound, but the frame rate is nearly non-exsitant, and
the audio is broken. Ex: I get the slide show effect and often
the audio plays a half second, breaks for a half second, plays for
a half second, etc. IOW it is usually un-watchable.

If I extend the buffer out to the max, I do get decent playback,
for as much as was buffered, but then it breaks off, and re-fills
the buffer, again, not a pleasent experience.

If I set the connection speed to 56K, no video plays at all, but
the sound comes across fairly well.

I often see two speeds on the caption bar, 16K and 102K, which
I suspect are for the audio and visual respectively.

My question is, is there anything I can do to help get a better
experience? Only 2 years ago NASA was using the older format
and all was well, but last summer they switched, and now that
site is unsuable for normal viewing. My connection hasn't changed,
but I have since upgraded to WMP9 from 6.4, and now I am getting
unacceptable performance.

Another question is, how is WMP buffering a 102K stream on my 56K
connection? When buffered, it plays OK, but it has to pause to fill
the buffer, and the larger the buffer, the longer the gaps between playing
and buffering. As far as I am concerned, both connection settings are
unacceptable at the NASA site. Other sites do better. Specifically the
MSDN Show seems to do well at 42K.

Should I be looking toward adjusting my settings, or asking NASA to
provide a suitable stream for 56K users?
