MP3 collection to WMA

Okay, I think I'm ready to take the plunge and convert my library of MP3s to
WMAs. But I need some advice:

1. Which is the best tool out there to batch convert a fair amount of MP3s
to WMA? (I have about 17,500 files in MP3 format)

2. When I do this conversion, I would like to migrate my WMP database
settings over if possible. IN addition to keeping all tag info (I'd like to
also keep my ratings and played information that is stored in the WMP
database). Crazy thought: would it be possible to siimply access the
database programatically and change all mp3 references to .wma and just
leave it at that?
