No recording; playing "stuttering"; .WAV files only

Can't record .WAV to windows sound recorder, nor to
ANYbody's recording software.
Media player plays all .WAV files in burps lasting 1/4
second or so, separated by a second of silence.
Sound card new (not the problem).
CODECs apparently all present (n.t.p.)
No hardware conflicts (n.t.p.)
MIDI plays beautifully.
CDs play beautifully.
Can do all sorts of MIDI stuff; can output sound to my
stereo amp in any format *except* .WAV.
Volume control shows static colored bars beside 'WAV'
volume slider, which vary from boot to boot and time to
time, but don't move while I watch.
Sound Recorder JUMPS from 0 to 60.0 seconds instantly when
the "record" button is clicked. So do the record-length
indicators on *anybody's* recording software. (Oscar's
Sound Recorder, for example.)
I NEED to do voice recording into a mic on this machine.
I am at my wits' endl I've tried everything I can think of.

Has anybody here had a no-microphone-recording problem
with a sound recorder, or ever heard these "burps" of
sound coming out of Windows Media Player?

There was a similar problem with the CD earlier, but that
was resolved by enabling DMA on the CD-ROM, and that had
nothing to do with *recording*.
