This isn't really my area of expertise, so... I wouldn't be sure myself.

My suspicion is pretty strongly that some installed software isn't properly
installed across all users. That's almost taken for granted, though. The
question is which one. If you've already reinstalled the sound card driver,
reinstalling WMP9 on top of itself would be my next step...
