How to extract Windows Media Metadata from files on the web?

Hello,
my detailed question:
I need to get information from remote media files without downloading it.

My idea is to have a tool that only downloads a small part of the file and extracts the metadata.
It should have an option to give a list of URLs that would be scanned.
It further should have an option to give a referer for each URL.
