I cannot get Meida Encoder for Intel64 to work - both on Server2003 and XP

It installs fine (on Server2003 and XP - download page says it is supported
on both these OSs) from
http://www.microsoft.com/downloads/details.aspx?FamilyId=CC41218D-7E37-4546-BF0B-1276959EE3EF&displaylang=en
and gui works - BUT when I setup a session to convert an mp3 file to wma I
get a "missing codec" message.
Now I understand that the codecs actually come with the Media Player - now
on Server2003 - there is no WMP for Intel64 - So what exactly can I do with
WME for Intel64 Server2003? (remember the download page says that it is
supported on Server2003)
on XP there is a WMP for Intel64 at
http://www.microsoft.com/windows/windowsmedia/download/AllDownloads.aspx
but whe I install it - it updates the ia-32 version of the WMP that is on
the system to version 11, and I still get the "missing codec" - I assume I
need to get the Intel64 bit version installed on the system - but there
appears to be no way to do that.
The front end decoding for WME is handled by DirectShow. DirectShow
requires that the codecs/filters being used by compiled for the same
processor architecture that the application is currently running under. So
to use WME IA-64 you must install an IA-64 build of an MP3 decoder/parser.
You won't find good support for IA-64 from many people, your best bet in
probably a build of "LAME". But even that could be hard to come by, most
of the builds I've seen are for Unix/Linux.
