It is generally acclaim, that a reduction in frame rate reduces the bit
rate.

For example, if the user interface of WME was designed to auto-update the
total bit rate to half when you make the frame rate half, what you were
saying is true.
I guess the designers of the interface decided to give priority in enabling
to set a fixed target bit rate despite what other bit rates are.

Some image processing applications I have used had an option to link/unlink
parameters of this nature. Again, I think it is just a matter of the
interface design.

I've never really given deep thoughts on strict definitions of "compression
rate".
However, probably the formula you have presented will give you some
coefficients but not specific figures.
Especially with 'lossy(un-reversable) compression' such as wmv, color depths
is a factor considerable as much as resolution. That is probably why it is
easier to find figures like '[n] times higher compression rate compared to
MPEG2' or other relative figures, but nothing absolute.

If your goal is just to find out how smaller you can make your files (of
course while compromising with the degrading quality) you can simply,
1. Find out the settings you are happy with
2. Calculate the ratio of file size between the encoded material and the
source file.
