Speed from Camera to Media Player

Hi there,
I have the following setup: -
Camera --> Viewcast Osprey 230 --> Windows Media Encoder --> Windows
Media Streaming Services -- Windows Media Player
I'm noticing an 8 second delay, even when running over a 100mb
network.
The video is set to encode at 300Kbps @ 29.97 fps and at a resolution
of 320x240 and the processor is running at between 1% and 8%.
On Windows Media Encoder the "input" and "output" previews are in
syncronisation, so I'm a little unsure where the actual delay is.
I've disabled buffering under "Networking" on the server.
Anyone got any tips for increasing the speed?
