The URL for internet connections can not always be automatically generated
which is why you have to do it manually.

You did not disable to firewall unless you logged into your wireless router
and set this PC's IP address as the DMZ.

"Surfing the net" is an outbound connection which is always allowed,
inbound connections are disabled by the router by default.

So, set the port 8080 to forward to the machine's IP address. While in the
router look up your internet IP address or visit http://whatismyip.com/ .
Take that IP address and put it into the URL as so:
http://ipaddress:8080/
