Most likely you don't have the router configured correctly. You must "port
forward" the public IP for the port that Windows Media Encoder is
broadcasting on. See the documentation for your router for details on
configuring port forwarding.
After that substitute the public IP for the IP shown in the WME window.
Also note that you have to validate that you actually have enough upstream
bandwidth on your DSL connection, or reduce the profile to be within this.
