If I got you right your detailed answer refers only to the firewall. As for
the router if it supports UPNP, as it does, the application can negotiate
with him and report what is the mapping of the internal address / port to
the external address / port. The application than may invite the clients,
i.e. WMP to point to the mapped URL.
This is supported by other Microsoft technologies like RTC, and my question
is whether someone can offer a solution for WME case.

NAT and Firewall are sometimes considered to be related features, and
both are often found on internet facing routers. So he meant more
precisely "router" in this context.
Separately, the windows firewall will probably need to know about the
WME application, or you could instead open the port number the
encoder's using to broadcast (and which is forwarded to the internet
by your NAT router). Only TCP packets are needed to be open in th
firewall, as WME doesn't offer UDP data.

I want to receive stream by WMP9 from a home WME9 that is behind a UPNP
NAT router. I searched in the WME help and also in the SDK but found
nothing.
Is that supported by WME/WMP?
If its not, since I'm a programmer, is it doable programmatically and
how?

You just need to open the appropriate port in your NAT firewall for this
to work.
