Vista has built in MPEG2 decoders for use with moviemaker capture -
but I'm pretty sure they're not generic ones which are applicable to
DVD decoding. Do you have a proper DVD decoder package installed on
that box, i.e. can you play back DVDs in media player ? Even then,
those decoders may not be registerable as WME64 decoders (hence the
green source filter effect)
