From time to time our streaming server decides to restart. I think it may be
due to automatic updates from Windows. However there have been a few times
when we lost power and it outlasted our battery backups ability to keep the
server running. Is there a way to have WME start as soon as the machine is
restarted automatically? Is there a way to have it load our stream session
file and begin encoding automatically? We do not have Windows Media Services
running on our streaming server, just the encoder.

Yes, you can. Put a shortcut to WME in your Startup folder and enable
auto-login for Windows. In the shortcut, add switches to load a session file
and start encoding (don't remember the exact switches but I think "/start" will
start WME encoding.)
