That IP is an example but you get the idea.
Are you sure you've enabled not just port forwarding, but allowed port
8080 to traverse your Firewall ? Firewalls (eg Zone Alarm or XP
Firewall) and port forwarding (NAT traversal, on a Router) are
completely separate steps.
The other obvious question is how did you determine your external IP ?
It should be the "Internet IP" reported by your router. It must never
look like or start with any one of these IP ranges :
192.168.x.x
172.16-31.x.x
10.x.x.x.x
168.x.x.x

Thanks for the response. I just looked around my network settings. I use
Linksys by the way. And I saw something in there called Remote Router
Access. There's a section in there called "Management Port". The number 8080
is already there but dimmed. I won't active it or mess around until I know
that's the solution.
No, that will configure the router for remote configuration of *its*
settings, over the local network. You probably don't want to mess with
that.
I've logged onto http://www.ipchicken.com/ to determine my external IP. I
also found that information in my network settings. So I had my friend open
Media Player, Open URL,
Http://72.......:8080. That's where he gets the, "Windows Media Player
cannot play the file.." error. And I'm sure my firewall is down when we do
these tests.
Can he "telnet" to that address ? To check that he can connect to that
port, he would Start -> Run and type in cmd to get a command prompt
window.
Then in the box type in (replace x with true IP address)
telnet 72.x.x.x 8080
Press enter, then type in (the text will be hidden)
GET / HTTP/1.0
Press enter twice now, and he should see some sort of error message
from the server with a signature name "Rex" (the code name of the http
server in the encoder). As long as the telnet window goes blank rather
than saying anything like error connecting to 72.x.x.x, he's connected
to your machine. The GET request is just a test to ensure that there's
not a web server running at the port 8080 (which would return some
server name like "Apache" or "IIS")
To undertake this test, get on Messenger or something and re-determine
your IP address as before, just before he runs the telnet command - IP
addresses *can* change dynamically depending on your ISP.
