There is a tab in WM Encoder 9 which is labelled "Processing"

I think that is the first place to start, and see if it helps to
change the pixel format used by the encoder to decode the input TV
data from the TV card.

Is your encoder somehow different from the stock install and the
Processing tab has been removed ?
