If for example your external (internet facing) IP address wa s
214.56.89.202 then your friend should go to WMP, choose
File -> Open and enter into that box :
http://214.56.89.202:8080
That IP is an example but you get the idea.
Are you sure you've enabled not just port forwarding, but allowed port
8080 to traverse your Firewall ? Firewalls (eg Zone Alarm or XP
Firewall) and port forwarding (NAT traversal, on a Router) are
completely separate steps.
The other obvious question is how did you determine your external IP ?
It should be the "Internet IP" reported by your router. It must never
look like or start with any one of these IP ranges :
192.168.x.x
172.16-31.x.x
10.x.x.x.x
168.x.x.x
