Depending on your network hardware, those packets may not even traverse the
Internet when you're playing from the same network. There are ways to tell, but
if you're not even clear on the difference between LAN vs. WAN then it's
probably a futile effort.
This sounds like a limited bandwidth problem.

I didn't think there was a difference :(
When my broadcast is running, i will go to my webpage and click on the link,
windows media player will open up, and my broadcast would appear.

yes, i am watching my own broadcast through windows media player.
Other people who have logged on are having the exact same thing happen.
They are having a hard time keeping a constant bitrate going, it keeps
buffering and bumping down to the lower settings i have selected. I have
the
max users set to 10 and the most i can send out is 55kb/sec, even that
causes
buffering and whatnot.

I did a test at the broadband webpage you gave me and here are the
results:

This computer is the only one on the cable connection here.
The 200kb/sec includes the audio as well, so it is probably sending
out
a
video of about 160 or more.
Could it be my modem doing this? I am not behind a firewall or a
router.
My modem is quite old (guessing 4 years).

Sounds like you may have network congestion or packet loss. What
