OK well a lot of TV cards are problematic to use in WM Encoder.
Can you assure me that you have the newst drivers for the TV card, and
that it works correctly with the manufacturers supplied TV viewing
program ?
A good check is to run DScaler to ensure the card hardware is
installed properly and works : http://deinterlace.sourceforge.net/
Next check your profile have selected the correct source (Cable or
Antenna) for the TV card, and you have a channel number set up.
Also go to the Processing tab of the encoder. There you can see Pixel
Format, probably set to Default. Try and see if it works when set to
IYUV or YUY2 (I think), your TV card may be sending an unexpected
pixel format to the encoder.

No, the encoder and TV card must be in the same machine, the WMS does
not need to be on that machine (though it can be if you only have a
single PC).
It's usually better for performance reasons, to have the WMS on a
machine which is only for streaming, not for encoding.
