I didn't say it wouldn't respond to http requests. I said it wouldn't
respond as a web server - there's a big difference. http is the
transport protocol and html is the vehicle for content in the case of
a web server.

In the case of media encoder, it doesn't send any web content (html)
so there's just no way for IE to connect to it as if it *were* a web
server. So, IE gets the "Bad Request" response from the encoder
because it doesn't know how to make a "good request"

Media player *does* know how to make a "good request" but it's not
getting HTML data, it's getting sent a media data stream.

Consider the http connection used by the encoder as a continuous
stream of packets, a one-way street - not a discrete package with a
start, middle and end like you'd get with a web page sent from a web
server.
