Windows XP is recommended for encoding because it doesn't have as many
background processes as Win2k3 (among other things.) You might want to
reconsider which OS you're using for encoding. If your CPU is already around
60%, that's pretty high (for a server at least) and a background/server process
could easily drive that to 100%. An alert could be configured to tell you if
and when that's happening.
