Well something's wrong with the way you're doing it then !

Did you Follow the instructions here under the section "Remote" and
"IP address range (Add address range) enter first and last address of
the range" : http://www.kerio.com/manual/kpf/en/ch06s09.html

It clearly shows you how to set a remote IP range and how to "Deny"
that range access at all. If it's getting through, then your remote IP
address is wrong, because the firewall will not let through
connections from those addresses (so the encoder security becomes
irrelevant since they can't connect to it)

I'm not actually clear yet - why do you need to filter a specific IP ?
