When you downloaded the client file and found it to have the .hqx and ..bin suffixes, did you use the StuffIt Expander (http://www.stuffit.com/mac/expander/download.html)to open them up? Often times files are distributed as compressed archives (.bin) and then are further wrapped in an ASCII wrapper (.hqx) to allow transport through certain systems and networks. Such a file needs to be run through the Expander application twice before the actual distributed file is found.
Also, IE for Mac OS 9 is no longer available from Microsoft. The last version released was 5.1.7 and that was a couple of years ago. You can download a copy from c|net's Download.com site (http://www.download.com/ Internet-Explorer-Classic-/3000-2143_4-10217338.html). Just be aware that it's so old it may no longer work with many Web sites or services available today. However, you might have luck with it using the Terminal Services for Mac OS 9, as I doubt those have been updated as well.
