Internet Connect won't shut off

Apologies if this has been answered a million times, but I just found this
group. I have a newish G4 iBook running Panther and I'm connected via DSL. I
constantly get messages telling me Internet Connect can't dial because I
haven't entered a phone number. I've been into the network and other
Preferences and my modem is inactive. What am I missing? Thanks,
