Unable to access Internet or network with Virtual PC 2007

I have successfully installed Virtual PC (Vista Business) on my host computer
(Also Vista Business). I am unable to access the Internet. On the host PC,
I installed (and enabled) Virtual Machine Network Services on my NIC. under
the Sharing tab for the NIC I checked both boxes, "Allow other network users
to connect through this computer's Internet connection" and "Allow other
network users to control or disable the shared Internet connection." I also
checked "HTTP" and "HTTPS" on the ICS Settings button on the Sharing tab. I
installed Microsoft Loopback Adapter as a second Internet connection,
installing and enabling Virtual Machine Network Services on that adapter as
well. I have tried static and dynamic IP addresses with IPv4 with no
success- I am currently set to static. On the VM settings, if I use NAT as
the adapter, I can see the emulated Intel NIC, and the guest PC reports that
it can access a network, though the only device in the network is the guest
PC. It reports that it cannot connect to the Internet from the network. If
I use my host PC’s NIC as the adapter in the VM settings, I get a message
that reads “The network adapter with address "00:00:00:00:00:00" of virtual
machine "Vista Business VM1" failed to initialize because the address is a
null address.” When I start up the VM. When I look at the connection, it
shows that the guest PC is not connected to the Internet, with no network
between the guest PC and the Internet. I am a home user and I am trying to
set up Virtual PC for educational purposes, so a basic setup would be
adequate.
