The other choice I have is that I have a dying laptop with Windows 98SE on
it. Could I transfer that, perhaps via a USB stick? (There's no CD drive on
the laptop so it was not installed via a CD.)
I don't see a supported Win98 solution for you on the G5 and Tiger X.4.
Win98 is supported on Parallels, but you need an Intel Mac to run
Parallels.
VPC 6 supports Windows 98, but it doesn't run on the G5 and probably
won't run on Tiger.

Of course you could always give VPC7 & Win98 a try, the FAQ below says
there may be some limitations.

systems: Windows XP Professional, Windows XP Home Edition, and Windows 2000
Professional.
Note If you install an unsupported operating system, such as Windows 98,
some features do not work. For example, Virtual Machine Additions (see #9)
cannot be installed on a virtual machine that is running on a non-supported
operating system.
