The virtualization restriction is in the EULA for Vista Home Basic and Vista Home Premium. All other editions are legal to virtualize. Since the Boot Camp software does not set up a virtual machine there would be no issue in installing VHB or VHP in dual boot with OS/X.

Parallels' Transporter is for transporting your OWN files from a
VirtualPC "hard drive" to one that works in Parallels. The copy of the
Windows operating system that comes bundled with (in the same box)
Virtual PC is ONLY for use with Virtual PC - it's illegal to use it
with Parallels. Of course, as usual, that won't stop selfish greedy
scum from doing exactly that. :o(

On a side note, there is also small print in the cheaper versions of
Microsoft's new Vista operating system that also makes it illegal to
use in Parallels or VirtualPC. You can probably use it in Boot Camp,
but not in any emulated / virtualised computer - for that you must buy
the more expensive version.
