I'm guessing that the window size is smaller than the virtual PC screen size so the bottom of the PC
screen is below the bottom of the window. You can either use the scroll bar or, better, reduce the
PC screen size (control click on the windows desktop to change the resolution under Display ->
settings -> resolution).

On the bottom of the virtual PC window click on the third icon from the left and 'Share Folder' then
select the folder where you downloaded the program to (e.g if you downloaded it using Safari, the
folder is defined in the Safari general preferences) and choose the drive name where you would like
the folder to appear on the virtual PC. Note that it's a lot quicker to copy the file from the
virtual drive onto a PC folder and execute it there, than to execute it on a virtual drive.

Try some very 'basic' things first. Go to Full Screen Mode
(Apple-Return). Is the Start button in the lower left corner now? If
so, your screen resolution is not set right in Windows. If it is NOT
there, then you possibly have a more serious problem.......Let us know
the results either way.

When you say that you are 'downloading' a program to install in
Windows, are you downloading from the Internet or are you using a
CD/DVD? If it's a CD/DVD, is it a burned copy?
