Yes.

I have ALWAYS had this problem.

I am beginning to wonder if it is a Windows keyboard mapping thing?

Not sure how to change it in Windows though?

It does seem odd that there are just half a dozen keystrokes that don't work
but this oen I really do need.

Are both Windows and the Mac keyboards set for the same language? You
can set the keyboard languange in Windows via Control Panel-->Regional
and Language Options-->Languages-->Details
