You've resolved the issue for me.
Thank you for your great effort and care in seeing me through to a solution.
The service you provide to this forum is invaluable - and absolutely
fabulous.
As a result, I've succeeded in creating an independent (i.e. not shared)
virtual machine in the new user account.
The last paragraph of your last posting, Paul, cleared away the last "block"
that I had been "stumbling over".
It was plain sailing once I understood that I needed to copy my virtual
machine into the directory shared by all users, and then while there set
permissions to give access to the new user, and then log out of my (admin)
account and into the new user account and then copy the new virtual machine
to the new user's directory.
In the end, what I needed to do was amazingly simple and fast (when you know
how) - whereas before and during this days-long message thread it had
appeared so tricky to me, as I couldn't find the procedure written anywhere.

In order to successfully change permissions on files, you MUST be
logged in with the username/account that created the file.
You're right. You cannot use fast user switching to do these steps.
ANY virtual machine that you want to share MUST be placed in the Shared
folder under Users on your hard drive. Placing it in the Virtual PC
List folder is useless as each user would have a separate Virtual PC
List folder under his/her Documents folder. The Virtual PC List folder
for each user (including the administrator) would contain an alias.
Why are you trying to change permissions in the IconCache folder? The
ONLY permissions that need to be changed are on the Windows virtual
machine file.
In order to correctly share a virtual machine between users, you MUST
follow the steps that I have outlined. It's the only way.
If you want the new user to have a copy of a virtual machine that you
created with your original admin account, place the copy in the Shared
folder under Users, change the permissions including the owner to
"anyone can read/write". Log out of the admin account and log in to the
user account. Go to the Shared folder and move or copy Windows from
there to the Virtual PC List folder. It "should" then boot up properly.
