You're right. You cannot use fast user switching to do these steps.

ANY virtual machine that you want to share MUST be placed in the Shared
folder under Users on your hard drive. Placing it in the Virtual PC
List folder is useless as each user would have a separate Virtual PC
List folder under his/her Documents folder. The Virtual PC List folder
for each user (including the administrator) would contain an alias.

Why are you trying to change permissions in the IconCache folder? The
ONLY permissions that need to be changed are on the Windows virtual
machine file.

In order to correctly share a virtual machine between users, you MUST
follow the steps that I have outlined. It's the only way.

If you want the new user to have a copy of a virtual machine that you
created with your original admin account, place the copy in the Shared
folder under Users, change the permissions including the owner to
"anyone can read/write". Log out of the admin account and log in to the
user account. Go to the Shared folder and move or copy Windows from
there to the Virtual PC List folder. It "should" then boot up properly.
