Norton problems with VPC 7 Mac

I am running Windows 2000 with VPC 7 for Mac (10.4.3) on a PB G4 Ti 667.
After many attempts I have been unable to install Norton Internet
Security 2004 (which Norton says it doesn't support with VPC), so I am
using NIS 2000 instead.
LiveUpdate works fine but when I open Norton AntiVirus it says that a
full system scan has not been completed. When I click on Full System
Scan, I get the message, "Norton AntiVirus was unable to scan your
computer for infections. The virus scan has failed because virus
definitions could not be loaded. Start LiveUpdate to get the latest
virus definitions and scan again."
When I run LiveUpdate it seems to download and install the latest virus
definitions and then says everything is up to date, but I still get the
same message.
Any ideas on how to solve this?
I am only using QuickBooks with VPC (plus IE to access QuickBooks
update, Windows Update and LiveUpdate). I don't use e-mail (it's not
even set up). Do I really need virus protection, which I apparently
don't have anyway?
