That's probably because Tiger supports something that Panther
doesn't have -- access control lists.
Access control lists are undefined when you upgrade a Panther
installation to Tiger -- if you erase a partition before installing
Tiger proper, these ACLs will be populated by the filesystem
drivers for every file the installer writes, so this works around
this permissions headache.
I never "upgrade" any system. I always install from scratch.
Call it lack of faith, but this is a habit I have developed
from the older days of UNIX operating systems. And a couple
of times, this habit has actually saved me!
