I've run into this as well. The file that needs to be disabled is
'sysini.exe', which is installed as part of the Virtual PC additions.
I'm not sure if you can do that from msconfig or not. What I did was
boot to a command prompt and then remove the line below from
autoexec.bat and save that.
'c:\Windows\cntx\sysini.exe'
After doing that Windows 98 worked like a champ. I will add, that I
only saw this under Tiger. I did not see it under Panther or earlier. I
also can't tell you if removing that like is likely to cause any other
problems, but I've not seen any thus far.
