I have never seen a Win98 bootable cd and unless it was made that way for
the Connectrix version of VPC I have no idea where it came from. If the
user supplies his own 98 cd it would require the normal boot disk such as
the one from bootdisk.com or the original setup floppy. Steve has prepared
some special sets that set up a vm automatically, but that would be outside
the normal set of instructions most users need.
