It means the virtual machine window should be the active window (as in click
in it with the mouse). Bootable means that the cd can start the virtual
machine just like your OS/X cd can start your Mac.

What Windows operating system are you attempting to install? Windows 98,
for example, must be started from a floppy because the cd is not bootable
and will not start up the computer, real or virtual. Also, you must use the
floppy to create a DOS partition and format the virtual hard drive before
changing to the cd to install the OS.

Windows XP, on the other hand, is bootable and does not require a floppy and
will start the vm by itself if the cd is in the drive at the time you start
the virtual machine.

None of these are VPC issues. They are the procedures for installing a
Windows operating system on any computer.
