What to do after I get this message: "OS not found. Install an OS on this hard drive

I got a Virtual PC 7.0 for my Mac OS X which runs on Jaguar (10.3.6.)
and the installation has been successful so far. However, I keep
getting the message "OS not found. Install an OS on this hard drive.".
I've followed the instructions, but I don't understand what it means
when it says: With Virtual*PC in the foreground, insert the CD that
contains the operating system into the CD drive of your Macintosh. I
don't understand what a bootable CD is and I don't know where I can
find the CD with the operating system. I've put in the installion disk
for Virtual PC 7.0 and the installation disk for Jaguar, but neither of
them work when I click "reset" on the Virtual PC. Any suggestions?
