vmusrvc.exe error, Norton Internet Security, and Virtual PC 7

Please advise if you have had a similar experience and how you solved it:
A cryptic error appears during installation of Norton Internet Security 2005
for Windows on a Windows 2000 virtual pc 7.01 machine on a new 15" powerbook
running OSX 10.3.8:
"vmusrvc.exe has generated errors and will be closed by Windows. You will
need to restart the program. An error log is being created."
After clicking OK (no other choice) the Norton installation proceeds and
reports NIS has been successfully installed.
However, Norton will not launch, and cannot be uninstalled.
This is the only error message that displays, but it's not clear whether it
actually causes the Norton installation failure.
I called Norton's installation Support; a very patient guy in India talked
me through a lengthy manual Norton uninstall, then advised me to reinstall
Norton. The same thing happened on the reinstall. (at least, it's
repeatable!)
Symantec's knowledge base says the inability of Norton to launch after
installation is a known, but not too common bug. Lengthy, complex
instructions posted on their support site take enormous time, but do not fix
the problem.
