VPN clients DO work with Shared Networking. There may be something else
that is blocking your access as well. Granted......Virtual Switch would
be the preferred networking method with VPN clients, but it does not
necessarily mean that you cannot use Shared Networking with it as well.

BTW: Microsoft does not do any testing on beta products. Until the
official release of Tiger on 4/29 (?), that is all that Tiger was.....a
beta version of the OS. Testing 'may' have started just days before the
release but certainly not within the timeframe that you're suggesting.
