I would first suggest removing all files related to Virtual PC by
running the Uninstaller on the first CD (its in Manuals and tools)

Then install Virtual PC 7 and do not start it up, then immediately apply
the 7.01 update.

If you still cannot install Windows or even Virtual PC it could be
faulty CDs
