I'm talking about your statement "Simply starting VPC should not take
that long on a fast machine."

The VPC Additions are irrelevant when you start the VM. The Additions
and the performance enchancements are loaded after the OS. Or, in
other words, booting Windows is not affected by the Additions.

Booting the OS will take longer than other tasks in Windows after the
OS and subsequentially the VPC Additions are loaded.
