Here are the steps to resolve your issue:

1: Install Virtual PC 7 using the upgrade.

2: Once Virtual PC 7 is installed, you will have an empty Virtual PC
List window

3: Shut down Virtual PC 7

Note: Virtual VPC 7 should be updated before proceeding.

4: Put in the Virtual PC 6 CD. (Note: This must be a full version of
Virtual Pc 6 with the Operating System)

5: When the virtual Pc 6 installation windows opens, click on extras.

6: This will open a finder window and you will see a Zip file named
to match the package's operating system

7: Grab and drop the zip file that has the name of the operating
system to the desktop

8: Close the virtual PC 6 windows and remove the CD

9: Double click on the Zip file on your desktop, this will unarchived
and create a new file that ends with the extension ".vhdp".

10: Grab and move the ".vhdp" from the desktop into the Virtual pc
list Folder.

11: Start up Virtual VP 7.

12: From the Virtual PC list choose "New".

13: From the method list choose "Import for Previous Version".
Click "Begin"

14: From the finder window choose the ".vhdp" file.
Click "Import"

15: You will get a window saying, "The operating system contained in
"****.vhd" could not be determined and may not be supported by this
version of Virtual Pc for Mac. Are you sure you want to continue."
Click "Continue"

16: You will get a window "Are you sure you want to convert
"*****.vhd."?
Click "convert"

The operating system will start to install.

Note:

During the installation of the Operating system you may have a issue
with the mouse not moving out of the Virtual Machine window. If you
hold down the "Apple" key you will be able to the mouse out of the
window

Once the installation is completed you will need to install the
additions. You can do this by going to "PC" on the top menu and
then choosing " install or updates additions.
